Yes they are effective, but you need to go to a reputable naturopath/homoeopath to find out what is right for you, they will address your needs as an individual and do an overall assement.

I like liquid herbal extracts a little better because they get into the bloodstream quicker than capsules. Both are effective it is just that one works quicker and is perhaps more convenient than pills or capsules. You also have to consider the quality and potency of the product.
